SOCIOAMBIENTAL | Capacitações ampliam a política de sustentabilidade do Judiciário maranhense

Capacitação e sensibilização de servidores sobre temas relacionados à sustentabilidade foi um dos eixos do Plano de Logística Sustentável (PLS) do Tribunal de Justiça do Maranhão que o Núcleo de Gestão Socioambiental se dedicou com prioridade em 2019.

Ampliar conceitos e práticas que tornam a sustentabilidade possível no dia a dia do trabalho e em outros ambientes, de acordo com o presidente da Comissão Gestora do PLS, desembargador Jorge Rachid, torna-se uma medida fundamental para que as pessoas possam se reconhecer nesse processo de proteção ao meio ambiente, que inclui o bem-estar da humanidade.

Uma das capacitações oferecidas foi o curso “Licitações Sustentáveis” realizado em parceria com a Escola Superior da Magistratura (Esmam), que mostrou na teoria e na prática, como o Judiciário maranhense e outros órgão públicos podem incluir critérios de sustentabilidade nos processos licitatórios.

O público formado por servidores de diversos setores e de instituições que compõem a Ecoliga – Ministério Público do Estado, Universidade Estadual do Maranhão (Uema) e Justiça Federal –, tiveram noções gerais, diretrizes, critérios e práticas de sustentabilidade com aplicação na elaboração dos termos de referência, editais e contratos.

A facilitadora Teresa Villac Pinheiro, coordenadora da Câmara Nacional de Sustentabilidade da União e doutora em Ciência Ambiental (USP), usou metodologias ativas para orientar as áreas responsáveis pelo planejamento das contratações, bem como as que atuam nas etapas dos processos licitatórios e de compra direta, sobre avaliação e adoção de critérios e práticas de sustentabilidade ambiental, de acordo com a legislação aplicável.

Os participantes também realizaram atividades práticas de planejamento, redução de falhas no processo e aplicação dos precedentes do Tribunal de Contas da União e legislação em vigor, direcionando as aulas para suas experiências no ambiente de trabalho.

A servidora Poliana Lindozo, responsável pelos termos de referência da Casa da Criança, disse à época que o curso ampliou seu entendimento sobre sustentabilidade. “A minha visão de sustentabilidade era só pelo prisma da natureza. Com o curso percebi que os pilares econômico e social existem e podem ser aplicados no nosso dia a dia, dentro e fora do ambiente de trabalho”, concluiu.

PREVENÇÃO A INCÊNDIO 

Com o apoio da Diretoria de Segurança Institucional e Gabinete Militar do TJMA, ocorreu o treinamento de “Princípios de Combate ao Incêndio e Pânico”, dedicado aos servidores terceirizados da empresa Gestor, responsáveis pelo armazenamento do material que seguem para a reciclagem.

Com as instruções dos tenentes Glauber Pires e Luzo, além dos sargentos W. Souza, Jardel, Marcos Pimenta e James Mendes, a iniciativa capacitou os funcionários para atuarem em situações de emergência no local de armazenamento, para que aprendam a lidar com o tipo de material reciclável disponível no prédio do Tribunal e, assim, evitar incêndios.

CURSO A DISTÂNCIA

Por meio do curso “Introdução à Gestão Socioambiental”, na modalidade Educação a Distância (EAD), o Núcleo ampliou a temática da sustentabilidade e a sua aplicação no Poder Judiciário do Maranhão para o quadro funcional de São Luís e das comarcas do interior, com o apoio da Escola Superior da Magistratura do Maranhão (Esmam). Os módulos trabalhados com os participantes tiveram como base o conteúdo do curso já realizado pelo Superior Tribunal de Justiça (STJ), que liberou o uso da sua plataforma pela Esmam.

As aulas ocorreram no período de 10 de outubro a 6 de novembro, com a finalização do curso por 22 alunos das comarcas de São Luís e interior. A servidora do Núcleo, Roseline Costa, foi a responsável pela tutoria com abordagem dos temas: História e o Conceito da Responsabilidade Socioambiental; Apresentação de Atos Normativos Legais, assim como a Agenda A3P; Criação do Núcleo Socioambiental do TJMA; Exposição da Resolução nº 201/2015 do Conselho Nacional de Justiça (CNJ) e do Plano de Logística Sustentável (PLS) do TJMA.

Na opinião dos alunos, a medida serviu para agregar mais conhecimento, como exemplificou a servidora Celene Couto Castelo Branco, lotada na Diretoria Financeira. “Participar do curso de Introdução à Gestão Socioambiental oferecido pela Esmam em parceria com o Núcleo Socioambiental do TJMA, foi, para mim, uma experiência ímpar, superou as minhas expectativas, pois o conhecimento adquirido, ampliou a minha visão na área ambiental”.

Já o técnico judiciário Nehelias Ramos da Silva, lotado na Turma Recursal de Presidente Dutra, destacou as medidas estratégicas do TJMA para efetivar a sua Política de Sustentabilidade. “O curso serviu como um meio de socialização e conscientização sobre os programas de utilização consciente dos recursos disponíveis, do uso racional dos recursos naturais e bens públicos, como o Destralhe, Energia Sustentável, a troca de copos descartáveis por ecopos, assim também como o uso de licitações sustentáveis foram socializados. Também serviu para capacitar a cada um de nós servidores a sermos multiplicadores em nossas unidades de trabalho”, concluiu.

UEMA reúne com representantes da Suzano para discutir possibilidade de parceria

O Vice-reitor Walter Canales esteve em reunião, dia (7), na Reitoria, com os engenheiros Rodrigo Araújo de Freitas Oliveira e Alexandre Mendes, representantes da Suzano, para conhecer mais sobre as operações dessa empresa no Maranhão, bem como tratar sobre a possibilidade de cooperação institucional.

Durante a reunião, o engenheiro Rodrigo Araújo apresentou projetos da Suzano em andamento no Maranhão, inclusive de expansão das atividades, pontuando a importância de parcerias para a implementação dos projetos, com mão de obra qualificada oriunda das universidades.

“Muito interessante as instituições educacionais estarem em conjunto com as empresas porque o futuro das empresas depende muito de vocês já que formam os grandes profissionais que irão fazer diferença no futuro”, disse.

Na ocasião, o pró-reitor de Extensão e Assuntos Estudantis, Paulo Catunda, expôs os projetos de extensão realizados em municípios de menor IDH no estado. Além disso, a integrante da Assessoria de Gestão Ambiental da UEMA (AGA), Itatiane Ribeiro, falou da atuação da UEMA na área ambiental, apontando os projetos e ações que buscam garantir práticas sustentáveis.

Para o vice-reitor Walter Canales, o momento foi um pontapé inicial rumo à construção de uma parceria que beneficiará a comunidade acadêmica.

“Nós temos vários projetos de extensão e pesquisa que podem contribuir para instituições como a Suzano. A aproximação da universidade com as empresas possibilita observar os mercados para os quais estamos formando nossos estudantes, o que está acontecendo no mercado de trabalho, o que podemos alterar na formação do discente para atender melhor às expectativas das empresas”, frisou.
